I am grateful to Linton Besser (Sydney Morning Herald columnist) for hopefully giving me and people that have a disability the best ever Christmas present – a public review and expose of the systematic corruption that is Australia’s employment service industry.
The distortion created by the Star Rating system that is used to identify ‘high performing’ (What an obscene joke) services has led to lost opportunities for people that have a disability and for a morale cancer within the system that has ruined the lives and careers of those affected by it.
You can check back through this blog our constant opposition, not to accountability which is how it’s been portrayed, but to a system that rewards small insignificant work and penalises those that make genuine efforts to improve the lot of their job seekers (and that’s not just NOVA, it’s a ‘shedload’ of other community based not for profits that entered this game to improve the lot of people with disability.
It’s not just Job Services Australia that has issues – we have credible reports of cycling amongst DES programs. Let me explain this: The employment Agency gets you a job and support you to the paydays (13 & 26 weeks). You then mysteriously lose your employment, only to magically become re-employed in the same position and again the Agency claims 13 & 26 week outcomes.
One of the performance measurement systems used in the Star Ratings relates to the time it takes from registration to finding a person a job. The truth is that it takes NOVA about 20 weeks and that this is our average – I wring my hands over it and wish we could do better. What has been worse is that some of our competitors have this time down to 5 days!! People with Down’s syndrome, Cerebral Palsy, and other significant disability in the door and in employment in a week!
How’s it done?
See the example above – that’s how and also by buying small (8hr) positions that allow job seekers a glimpse of work but leave them at home for the rest of the week, twiddling their thumbs.
We remain steadfastly led by idiots toward a purchasing process that will see foreign owned and locally run for profits decimate this industry and leave people that have a disability that much poorer.
At least Mr Besser’s articles in the Herald let everyone know the secret is out.

Today marks the first day of a new Disability Employment Service (DES) contract.
There are new players and new rules....
'It's nice to be busy' and 'busy is better than idle' and all of my mum's other sayings about work being good for you, and all of them said; we're drowning!
The administrative burden of a new Disability Employment Service contract (starts July 1st) and the mountains of paperwork required for an NDIS dollar (approximately 10X that of the former TTW program) has seen us add 3 extra staff to the admin team and we are still receiving a large volume of enquiries that are causing us some time delay in getting back to folk....

NOVA employs around 190 people, an effective and experienced team who are able to draw upon a staff of highly skilled trainers and a support program honed over almost 30 years and tens of thousands of participants....
